* Fix typo and remove link

- Removed stray "the" in "the AMD's open source ROCm platform"
- MI100 is still pretty new, but MI200 is now the latest GPU. Updating this
  URL is a maintenance burden that will probably be neglected.

* Reword rocSOLVER contents

* Add rocblas_layer_mode_flags to rocSOLVER docs

This typedef had Doxygen documentation but was not included in the
Sphinx docs.

* Update rocBLAS URLs

The rocBLAS documentation has been reorganized and it has changed many
of the URLs. Ideally, we would be referring to a matching version
of the documentation rather than 'latest', but we'd want to link to the
corresponding version, and I'm not sure there's any way to do that short
of updating the URLs with a script before each release.

* Update copyright year

* Fix references in index.rst

* Fixup references to rocBLAS memory model

The way I declared the external link targets seemed to be creating
internal links before. This alternative method where the link text is
the target name seems to work better and I think the plaintext source
reads better too.

* Address code review comments
